II Yalta International Economic Forum demonstrated the leap forward in its achievement. In only its second year of operation, the Forum has established itself as an effective international platform for the discussion of social and economic development issues – on both a national, and international level.
YIEF-2016 was attended by representatives of business and politics from 26 countries: Abkhazia, Armenia, Australia, Belarus, Belgium, Bulgaria, Estonia, Finland, France, Germany, China, Greece, the Czech Republic, Israel, Italy, Japan, Malaysia, Moldova, Mongolia, Nicaragua, Poland, Switzerland, Turkey,Ukraine, the United Kingdom, and the United States.
The core theme of the Forum – transforming Russia's economy in the face of challenging difficulties – underpinned all of the Forum's discussions, but was most clearly articulated in the Main Plenary Sesssion, “Economic Growth In The Face of New Challenges”. Professor Sergey Glazyev, Academician of the Russian Academy of Sciences, and Economics Advisor to the Russian President, spoke in his presentation on the need to fill the coffers of the national economy and reduce key interest rates that were brought in as emergency measures to control inflation. The Head of the Crimean Republic, Mr Sergey Aksyonov, gave a declaration in his opening address of his intention to set up an environment for business which is accessible as never before in the region.

“We're working on the mistakes made in 2015, and we're reworking all of our administrative processes. We've set up online application and document submission on the internet for investor status. The processing times for approval in ministries and governmental departments have been cut to one working day”, – The Head of the Republic of Crimea Sergey Aksyonov.
The programme of the second Yalta International Economic Forum comprised three days, full of business and cultural activities. First day of the forum was marked with sessions, devoted to creating and protection of favourable business environment under free trade area conditions, investments to the sea, non-commodity business strategies, development of the banking infrastructure, housing and utilities sector, HR-technologies, tourism, agriculture, wine-growing and wine-making, sports on the territory of the Crimean peninsula.
On the second day was held the Plenary session “Building a Growth Economy in the Face of New Challenges” and Grand session “Construction Industry. Modern Development Tools”, where experts have discussed construction sector of the Russian Federation, state support, effective solutions and best practices in the field of construction within the Grand session The organizers of the session became Ministry of Construction, Housing and Utilities of the Russian Federation, All-Russia Public Organization "Delovaya Rossiya".
Key Speakers 2016
Over the entire period of the Forum twelve contracts were signed, for a total sum of more than 70 billion roubles. The Forum hosted the signing of a contract for the construction of a new passenger terminal at Simferopol Airport – with an investment price-tag of thirty-two billion roubles. At present, this is the largest-scale investment project to take place in the history of the Crimean Republic. Among other biggest contracts are: an investment project for an announced investment input of 8 billion roubles – for a Meat Industry Cluster in the Chernomorsky Region; an investment project from the KCK Group Of Companies with an announced investment input of 3 billion roubles – for the construction of residential developments in Yalta and Alushte, comprising the constructionand handover to Yalta City Authorities of a Children's Nursery catering for up to 50 children, as well as the building of a sports and health complex.
During the Forum proceedings, the Government of the Republic of Crimea signed a large number of interregional Memoranda of Cooperation – including with the Governments of the Orlov and Irkutsk Regions, and similarly Memoranda of Cooperation in the sphere of tourism between the Ministry of Tourism and Resorts of the Crimean Republic and the Department for National Policy, Interregional Contacts and Tourism of the City of Moscow. There was considerable interest shows in the Crimean Federal Province on the macro-economic level – memoranda on cooperation were signed between the Council of Ministers of the Crimean Republic and the Cabinet of Ministers of the Republic of Abkhazia, and the cities of Gagra and Yalta.
The Exhibition of Investment Projects of the Republic of Crimea
A new investment portal for the Republic of Crimea was unveiled at the Forum, which will enable applications for residency in the Crimean Free Economic Zone (FEZ) to be made on-line, and receive confirmation of resident status. During the portal's launch, the Head of the Crimean Republic, Mr Sergey Aksyonov gave his approval to the portal's design and set-up – and himself became the first to register as an investor.
Certificated Award Ceremony
The high levels of demand for access to the Free Economic Zone (FEZ) created in the Crimean Republic was seen in the issue of Residency Membership Certificates for FEZ, which took place on the sidelines of the Forum.
Industry Prize Foundation
In the course of the Yalta International Economic Forum a business prize has been established. The industry prize of the Forum will be aimed at the promotion of the Free Economic Zone of the Republic of the Crimea and Sevastopol and at the encouragement of its most successful participants.
Crimean Corporate Games
Within Yalta Forum were held the first Crimean Corporate Games. General partner of the Games became KCK Group. Main events were tennis prize, football match between teams of the Government of the Republic of Crimea and participants of the Forum and Corporate Games. More than 1000 people took part in the event: head executives and authorities of the ministries, agencies and business community of the Crimean peninsula. Corporate games will be traditional event, held annually.

YIEF-2016 featured 30 thematic discussions breakout sessions, roundtable meetings, a plenary session, and working meetings on the YIEF sidelines. Discussions, including breakout sessions, lasted for a total of 27 hours.
More than 220 journalists representing Russian and foreign media attended YIEF-2016. More than 4500 media publications.
